GCCI for repeal of new inter-state trade norm

 In a representation to Vajubhai Vala, state finance minister, Shreyas V Pandya, president of GCCI, on Saturday said the procedural aspects of the Form-45A will have an adverse impact on inter-state trade and far-reaching effects on the trade and industry of Gujarat.

 The circular issued by the state government in the last week of October, said for any inter-state sale made, there should be two copies of Form-45A with the transporter.

 One copy of the form would be signed and stamped by the checkpost authorities and returned to the concerned trader.

 Apart from this, the trader would have to submit a copy of the form for assessment of sales tax and if he is unable to do so the inter-state sales would be considered as sale of goods within the state and the tax rates levied thereon would be of sales of goods within the state and not of inter-state sales, according to the new norm.

 The memorandum submitted by the chamber also said this has increased the procedural work of the traders, check-post authorities and the transporters, leading to delays and difficulties.

 Instead of facilitating trade, this would only add to one more administrative hassle, the memorandum said.
