The government is exploring the possibility of raising a fund upto Rs 3,220 crore required to implement the non-formal public distribution system at the state level through a consortium of banks.

The programme, which was earlier proposed to be a non-plan scheme, will now be implemented as a plan scheme during 2009-10.

The money raised so will be channelised to state governments for distributing subsidised food items to economically weaker sections.
