Though contentious, official figures revealed that the proportion of people living below poverty line came down from 37.2 per cent in 2004-05 to 21.9 per cent in 2011-12, a decline of 15.3 percentage points in the period that roughly coincided with the first eight years of the UPA rule at the Centre. This may belie criticism that growth is not percolating.
