It has been more than a year since Gujarat Urja Vikas Nigam Ltd (GUVNL) invited proposals to purchase 2000 Mw power from private companies but Gujarat's apex electricity company has not been able to complete the process. The power purchase will take more time to complete as the final date for submission of bids has once again been extended.
"The last date for bids submission was 15 November, 2008 but it has been extended till 15 December as a couple of companies sought more time to make bids. We hope to complete the process before December this year," said a senior official of GUVNL.
However, sources close to the development attribute changes in the bid document to delay in bidding process.
"GUVNL has laid down some new terms and conditions in the bid document. All the companies interested in supplying power to GUVNL have been asked to specify delivery point. Earlier, there was no provision to specify delivery point. Power companies used to deliver power at the nearest sub-station and GUVNL had to bear the cost of power transmission from those sub-stations," sources added.
This is for the second time that the final bidding process has been extended. GUVNL had invited proposals from power generators, traders and companies in August 2007 to supply 2000 mw of power to the state run company on a long term basis through competitive bidding.
Originally, the bidders were to be finalised before the end of year 2007. However, the process was delayed due to assembly elections in Gujarat during December 2007.
After the assembly election in Gujarat was over, GUVNL had fixed November 15, 2008 as the last date for submission of final bids but the company has once again extended the period by one month till 15 December.
