According to the Chairman and Managing Director, Dakshin Haryana Bijli Vitran Nigam and the Uttar Haryana Bijli Vitran Nigam, Devender Singh, the concerned officers have been told to prepare all detail project reports (DPRs) under the plan on the basis of these three targets. The ongoing campaign to strengthen power distribution system is also a part of this ambitious plan which will be completed by June this year.
He said that the power distribution utilities intend to increase power supply during the next financial year by 2-3 hours. The availability of power has already been arranged. The need is to strengthen the distribution system and reduction of AT&C losses in villages. In villages wherever AT&C losses are less than 25 per cent on the feeder, all houses have meters and existing meters are relocated out of houses power supply will be given urban pattern.
The CMD said that camps will be organised in all villages, after completion of the special maintenance and strengthening of distribution system under the ongoing programme, to give on the spot connections so as to regularise the Kundi (unauthorised) connections reducing the gap between number of houses and number of connections. He said that virtually no house can remain without electricity in the modern era. But the people should use metered supply only so that supply could be given on urban pattern. He apprised that during last month such camps were organized in 118 villages and regularised 1,600 Kundi connections adding over two megawatt load. In addition about 2,000 tube well connections and 300 industrial connections were also released during the month of January.
Expressing his concern to accidents on electricity distribution system, Devender Singh said that all the lines crossings over the second line should be provided with earth and proper guarding. For this arrangement, it has been decided that the lower line on which the upper line is crossing should be provided with AB(aerial bunched) cable orinsulated conductor. In future, all the new lines should be erected by taking into consideration these guidelines i.e. minimum clearance, proper guarding/earth and proper insulated conductor/AB cable before energizing any such line and co-ordination of construction wing as well as (OP) wing is also necessary. This shall be the personal responsibility of the sub divisional officer or junior engineer in-charge.
The CMD said that consumer satisfaction by way of redressing grievances of consumers promptly is one of the main targets of the power distribution utilities for which the grievance redressal system is required to be further strengthened. He allowed at least one vehicle in each operation sub division so as to increase the efficiency of redressing grievances and to attend the complaints during nights also.
He said that demand side management is required to taken seriously so as to flatten the curve of load in the State. With the diversion of load towards the hours of lean consumption, the power cuts due to overloading during peak consumption period could be minimised. For this, the Discoms would consider to give rebate in power supply to industrial consumers during night. He said that power is generally surplus during night hours while the authorities are compelled to impose cut during peak load hours due to overloading of the system.
He asked the officers to accelerate the speed of construction of additional substations of 33 KV level all over the State and prepare DPRs for construction of more substations to augment capacity of the distribution system matching to peaking demand (during peak load hours). He asked the officials to identify feeders giving larger number of breakdowns and carry a special maintenance or bifurcation of such feeders by the end of March, 2013 so that there is no interruptions in power supply during ensuing summers. He also insisted on indexing of feeders and distribution transformers on an accelerated speed. He was apprised that about one lakh transformers and two thousand feeders have already been indexed.
He asked the officials to complete the work of special maintenance and strengthening of the distribution system in urban areas by the end of March, 2013. The officers informed him that the work in 245 villages has already been completed during the month of January and work in 188 other villages is in progress. The work in villages and urban wards scheduled to be taken during the month of February has already been started.
He said that theft of electricity was the major cause of overloading and interruptions in power supply. People should be restrained from committing theft by involving the local public opinion leaders. He said that strict action should be taken against persons committing theft by imposing penalty, disconnecting supply and lodging FIRs.
