Haryana government reduces stamp duty

The Haryana government has reduced the stamp duty by one per cent in respect of instrument of transfer of self-acquired immovable property, executed in favour of son or daughter or father or mother or spouse of the executants.

While stating this here today, a spokesman of the Haryana Revenue and Disaster Management Department said apart from this, during this year, the stamp duty has also been reduced by one per cent in respect of purchase of residential property or dwelling unit or plot executed in favour of serving and retired defence personnel of Haryana. A defence personnel shall avail this reduction once in a lifetime.

 

The spokesman said in addition to it during this year, the government also revised the relief norms for loss to standing crops by natural calamities like floods, hailstorm and fire by Rs 500 per acre. The relief norm for damaged tubewells has also been enhanced from Rs 5,000 to Rs 7,500.

He said during the same period, the government also revised floor rates and the policy of Rehabilitation and Resettlement (R&R) of land owners-land acquisition oustees. According to the revised policy, an incentive of no litigation has been given.

He said under the R&R policy, the Haryana Urban Development Authority (HUDA), the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) and the Haryana State Agricultural Marketing Board (HSAMB) would offer residential plots to land owners. Also, where a self-occupied residential house or commercial or industrial site is acquired, residential plots would be allotted at concessional rate.

Where 75 per cent of the land holding or a land owner or co-sharer in a revenue estate measuring one acre or above is acquired by the Government for HUDA, HSIIDC and HSAMB, in that case commercial site or industrial plot would be given. Where at least 75 per cent or more land of land owner in the revenue estate subject to a minimum of one acre is acquired for projects other than those of HUDA, HSIIDC and HSAMB, a dependent of land-owning family would be provided job in groups C and D.

In the revised R&R Policy, special provision for landless persons and artisans dependent upon agricultural operations over the acquired land has been made. For rehabilitation and resettlement of these affected persons, free technical education in government-run-industrial training institute and polytechnics would be given.

Wherever land is acquired by HUDA, HSIIDC and the HSAMB, an amount equal to two per cent of the compensation amount would be set apart by the respective organisations for creation of community development or infrastructure works in the respective villages.
