The bill, authored by Congressmen Henry Hyde (Republican, Illinois) and Tom Lantos (Democrat, California), chairman and ranking Democrat respectively of the House International Relations Committee, passed with 359 voting in favor to 68 against.

The Voice Of America said "The bill is one of several legislative steps required before the U.S.-India agreement can be implemented." It also said that with both houses of Congress winding down their business before a long summer recess, final approval may have to wait until September.
