To bridge the gap between the demand and supply of trained manpower for the industrial sector and create capacities for designing and manufacturing quality tools, the Orissa government plans to set up a Mini Tool Room (MTR) at Kashipur in Rayagada district.
It will be set up in public-private-partnership (PPP) mode.
While tooling has been recognised as the backbone of the manufacturing sector, enhancement of the tooling facilities is expected to give a fillip to the MSME sector. The decision to set up a mini tool room in the economically backward district like Rayagada was taken at a recent meeting taken by the chief secretary, Ajit Kumar Tripathy.
Following the decision, the state scheduled caste and scheduled tribe development department has invited proposals for the establishment of ITI/ITC/Mini Tool Room at Kashipur in Raygada district. Official sources said, the selected promoter will admit 50 percent of the students from Rayagada and neighbouring districts in its training courses.
The vacant building under the administrative control of the Orissa Tribal Development Project (OTDP) at Kashipur will be handed over to the promoter on hiring basis. The repair and the renovation work will be taken up by the promoter at his own cost. The state government in November 2007 had sent proposals to the Centre for setting up three mini tool rooms at Paralakhemundi, Brajarajnagar and Choudwar in PPP mode. These mini tool rooms are proposed to be set up under a Central scheme in the 11th plan period.
The scheme will be implemented in three models namely Model-1 (Centre PPP model), Model-11 (State PPP Model) and Model-111 (Centre State model). Under the first model, projects will be set up and operated by private partners. Financial assistance will be provided by the Centre on a case to case basis and will be restricted to 40 percent of the project cost, not exceeding Rs 9 crore.
In the second model (State PPP model), the projects will be set up by the state government in association with the non-governmental organisations (NGOs). Special purpose vehicle (SPV) will be formed to run these projects on mutually agreed terms.
