As the reconvened GoM considering the Unorganised Workers Social Security Bill today heard the arguments of the National Commission for Enterprises in Unorganised Sector (NCEUS) for two separate Bills for agriculture and non-agriculture sectors, covering welfare and working conditions, Ministry of Labour and Employment is of the view that there cannot be two separate Bills at present. |
It feels that while there can only be one welfare Bill on both sectors now, there could be two separate Bills a year later, which would cover working conditions. |
"We cannot have separate Bills on welfare schemes for agriculture and non-agriculture sectors as the same people would be seasonally migrating from one sector to another," a source present in the GoM today told Business Standard. But the ministry feels that there might be two separate Bills a year later for the two sectors on their working conditions. |
