The Mukhya Mantri Sadak Yojana (MMSY), an ambitious scheme of the Naveen Patnaik led government to upgrade rural road infrastructure is likely to get an allocation of Rs 250 crore in the upcoming State Budget for 2015-16.
The MMSY was one of the key schemes announced by the ruling Biju Janata Dal (BJD) in its election manifesto. The scheme will be implemented under Rural Infrastructure Development Fund (RIDF).
The scheme envisages construction of roads in 6,155 villages with a population of more than 100 totalling to 20,000 km of road length in the state. This scheme will benefit the villages not covered under the Pradhan Mantri Gram Sadak Yojana (PMGSY), one of the flagship programmes of the central government.In 2014-15, there was a Budgetary allocation of Rs 150 crore for this project.
The upcoming Budget is set to have a provision of Rs 230 crore for construction/improvement of roads and bridges. For development of roads of tourism and economic importance, Rs 104 crore allocation is to be made. To construct bridges under Biju Setu Yojana, the Budget may provide an allocation of Rs 150 crore.For PMGSY, the total allocation for the next fiscal has been pegged at Rs 1800 crore which includes Rs 1700 crore central assistance and Rs 100 crore as state share.
Odisha's Annual Plan for 2015-16 is pegged at Rs 40,000 crore inclusive of resources of Rs 36,000 crore for the government sector and Rs 4,000 crore for the public sector undertakings (PSUs) in the power sector.
The state expects to receive Rs 11458.40 crore under flagship schemes of centrally sponsored schemes (CSS) like Mahatma Gandhi National Employment Guarantee Act- MGNREGA, PMGSY, Sarva Shikhsha Abhiyan (SSA), National Health Mission (NRHM) Backward Region Grant Fund (BRGF) and Rashtriya Krishi Vikas Yojana (RKVY).
Allocations to the tune of Rs 1815.75 crore is also expected to flow under other CSS schemes like National Food Security Mission (NFSM), Assistance to States for Infrastructure Development for Exports (ASIDE), National Mission on Food Processing, National Land Record Management Programme and Social Security for Unorganized Workers including Rashtriya Swasthya Bima Yojana.
