Taking a dig at the UPA-led union government, Gujarat chief minister, Narendra Modi on Sunday accused the former for attacking on the federal structure of the country and encroachment on the constitutional powers of the states. He demanded a state chief ministers' meet to discuss National Counter-Terrorism Centre (NCTC).

While speaking at Ahmedabad, Modi maintained though the UPA government claimed that security was a "shared" responsibility of the Centre and states, it did not bother to consult states when it came to forming laws.

"If you accept the responsibility of state governments then is it not your (Centre's) duty to consult them before forming laws?" he said in Ahmedabad.

Modi was reacting to Home Minister P Chidambaram's comment that security was a shared responsibility of the Centre and the states.

"All these backdoor activities which are being done...It is not only one act but there are many other thought out actions, which are an attack on the country's federal structure," he added.

Modi also maintained that the NCTC order was a part of Centre’s well-thought-out machination to attack on the Federal spirit of the constitution and to snatch the powers of state governments.

As many states have already expressed displeasure over NCTC order, Modi demanded state chief ministers' meet to have national level discussion on the recommendations.

Modi, further pointed out that the centre could have discussed with the states or could have called a meet of National Security Council before issuing NCTC order. But it has entirely neglected the constitutional powers of the states, Modi stated.
