Kirtee Shah, president of India Habitat Forum (INHAF) and honorary secretary of the Ahmedabad Study Action Group (AWAG), has expressed serious reservations both at the direction and the pace of the rehabilitation initiatives put in place in the wake of the January 26 earthquake in Gujarat.

Shah, who had been enlisted by the World Bank in the design and implementation of Maharashtra Earthquake Rehabilitation Project (MEERP) after the Latur quake, has compiled an exhaustive white paper, which is a sort of policy blueprint recommending the line of action on each front of reconstruction.
