UN Secretary-General Ban Ki-moon has denounced the conduct of an underground nuclear test by North Korea, warning that it would negatively affect regional peace and stability as well as nuclear non-proliferation regime.
Deploring the test, he said it is in "clear and gave" violations of the Security Council resolution and urged the Council to sent out a "strong and unified message".
The Secretary-General reiterated his conviction that differences should be resolved in a peaceful manner through dialogue and urged North Korea to refrain from taking further actions that would "increase tensions in the region".
He also insisted North Korea comply with its obligations in full and restart dialogue with the parties concerned without delay, including the early resumption of the Six-Party Talks.
