The meeting has been convened in response to persistent demands from a group of party MPs, who want to discuss corruption and various political issues affecting the party.
Their intention is to put the spotlight on the setbacks the party has suffered because of various public allegations against Rao.
Rao finally gave in on Tuesday to the demand for an open-ended session, at which MPs should be allowed to speak their mind on political issues affecting the party.
The demand has been coming up at every CPP meeting over the past fortnight.
The small group of MPs, led by Bhupinder Singh Hooda, PC Chacko and Tariq Anwar, who have made the demand are working in tandem with those party leaders who seek to create an atmosphere in which they hope Rao will find it more and more difficult to continue as the party's leader.

Other MPs who have associated themselves with the demand are Priya Ranjan Das Munshi, Ashok Gehlot, Mamata Bannerjee, AC Jose and Prithviraj Chauhan.
Senior party leaders said yesterday that, although Rao had given in to the demand for a discussion, he was in no mood to yeild to the clamour for his replacement and would seek another term when the new AICC met in January.
