The state government has projected the receipt of central assistance at Rs 15129.79 crore in 2015-16 under different schemes as against Rs 13964.48 crore projected to be received by the end of the current fiscal as per revised estimates.
The block grants for the next fiscal have been estimated at Rs 1781.54 crore. This includes normal central assistance of Rs 732.17 crore, additional central assistance (ACA) of Rs 156 crore and ACA of Rs 540 crore for districts affected by left wing extremism (LWE).
Odisha expects to receive Rs 11458.40 crore under flagship schemes of centrally sponsored schemes (CSS). The assistance includes funds for different schemes- Mahatma Gandhi National Employment Guarantee Act- MGNREGA (Rs 1865.29 crore), Pradhan Mantri Grameen Sadak Yojana (Rs 1295.80 crore), Sarva Shikhsha Abhiyan (Rs 1209.25 crore), National Health Mission (Rs 801.24 crore), Backward Region Grant Fund (Rs 711.51 crore) and Rashtriya Krishi Vikas Yojana (Rs 554.54 crore) to name a few.

Allocations to the tune of Rs 1815.75 crore is also expected to flow under other CSS schemes like National Food Security Mission (NFSM), Assistance to States for Infrastructure Development for Exports (ASIDE), National Mission on Food Processing, National Land Record Management Programme and Social Security for Unorganized Workers including Rashtriya Swasthya Bima Yojana.
Meanwhile, the government has finalised Plan ceilings for individual administrative departments for the State Budget for 2015-16. The departments have been asked to make scheme wise allocations wherever necessary and district wise breakup of the proposed outlay in respect of district sector schemes in accordance with the Plan ceiling.
Priority needs to be given for provision of higher capital outlays linked to increased rate of completion of ongoing investment projects.
The administrative departments are to take up pre-Budget scrutiny of the Plan proposals and complete the exercise by January 31, 2015.
