The government Wednesday kept open the possibility of other oil public sector units bidding for Hindustan Petroleum Corporation Ltd (HPCL) and Bharat Petroleum Corporation Ltd (BPCL) saying that only Indian Oil Corporation (IOC) had been specifically barred from the process.
