The party's "group to look into future challenges" today finalised a draft report based on Gandhi's suggestions. The report stresses that only better publicity of the "brand Congress" and enhancing intra-party democracy can help the party grow.
The report also seeks to build a strong cadre base, a group of dedicated workers not necessarily owing loyalty to individual leaders but to the party.
"We are a mass-based party rather than a cadre-based party. But we have to build a cadre, starting right from the booth committees, to respond to the people's wishes and to keep the electorate better informed about what the Congress is doing for them," said M Veerappa Moily, who heads the committee.
The report also stresses on attracting the youths and giving them more responsibilities to give the party a young look. The committee, which includes Gandhi, has tried to emulate the revival of the UK's Labour Party.
