Non-submission of utilisation certificates (UC) against receipt of Central assistance continues to be a worrying factor for the state government.
Pendency in UC by all government departments taken together has mounted to Rs 6,857.04 crore (as on April 1, 2010).
The pendency in UC submission by panchayati raj department at Rs 212.36 crore is the highest among all government departments followed by women & child development department (Rs 1,054.69 crore) and water resources (Rs 787.78 crore).
Other departments with substantial pendency in UC submission include ST & SC development (Rs 638.54 crore), housing & urban development (Rs 488.46 crore), rural development (Rs 365.95 crore) and works (Rs 260.69 crore).
Concerned over the piling pendency in submission of UCs, the state chief secretary B K Patnaik in a recent meeting has urged all departments to expedite the submission of UCs at the earliest.

“Failure to submit UCs at the earliest may result in the state government losing out on Central assistance in the future,” admitted an official source.
In 2011-12, Odisha received Central assistance, totaling to Rs 8,384.95 croe, inclusive of loan and grant components. The amount included Rs 2,561.48 crore under Non-Plan provision, Rs 4,085.98 crore under State Plan, Rs 108.60 crore under Central Plan and Rs 1,628.89 crore under Centrally Sponsored Plan.
Till the end of October 2012, Odisha has received Rs 3,685.86 crore Central assistance.
