 The answer seems to be yes, if one goes by chief minister N Chandrababu Naidu's assurance to the insurance companies at the 8th Insurance Summit.

 Naidu said at the summit that he would again use his negotiating skills with the centre so that the latter would concede his demand to locate the new authority's headquarters in the city.
