Plan spending of 21 departments woeful in Apr-Jun

General Administration, Public Enterprises depts fail to spend a single rupee.

Two departments of the state government- general administration and public enterprises have failed to spend even a single rupee in the April-June quarter of this fiscal under the State Plan.

While budgetary allocation of Rs 49.68 crore was made for general administration department received, Rs 6 crore was set aside for public enterprises in the State budget for 2011-12.

Besides, the expenditure levels of ten other departments have been woefully inadequate under the State Plan in the said period with the percentage of expenditure of these departments being less than five per cent.

 

The departments include excise (2.70 per cent), home (4.03 per cent), information technology (4.03 per cent), labour & employment (1.67 per cent), revenue & disaster management (1.05 per cent), school & mass education (4.12 per cent), science & technology (2.31 per cent), sports & youth affairs (2.10 per cent), steel & mines (1.67 per cent) and tourism (1.95 per cent).

In addition to this, there are 11 other departments whose spending under the State Plan is less than the mandatory 15 per cent stipulated by the Cash Management System. The list of such departments and their spending levels include energy (5.87 per cent), fisheries & animal resources development (5.09 per cent), higher education (10.52 per cent), housing & urban development (6.69 per cent), information & public relations (6.63 per cent), planning & coordination (13.54 per cent), ST & SC development (14.56 per cent), transport (9.27 per cent), water resources (12.71 per cent), textiles & handloom (10.21 per cent) and women & child development (14.29 per cent).

The overall expenditure of all departments under the State Plan has been 17.08 per cent. Out of Rs 13,000 crore allocated for different departments under the State Plan, the actual spending reported by the departments stands at Rs 2,221 crore.

The size of the State Plan for 2011-12 was Rs 15,000 crore of which Rs 13,000 was allocated for government with the balance Rs 2,000 crore for PSU schemes. The spending under PSU schemes has been disappointingly low at Rs 28.49 crore in the April-June quarter, representing an achievement of a meagre 1.42 per cent.

Of the overall State Plan allocation of Rs 15,000 crore, the actual spending in the first quarter has been Rs 2249.49 crore, meaning utilization of nearly 15 per cent.

Last fiscal, the State Plan size was pegged at Rs 11,000 crore of which the actual spending in the first quarter was Rs 1,217.88 crore, implying an achievement of 11.07 per cent.

The departments that have performed well on the expenditure front during the first quarter of this fiscal are cooperation (72.37 per cent), food supplies & consumer welfare (54.17 per cent), industries (56.79 per cent), law (59.29 per cent), public relations (50.65 per cent) and agriculture (37.90 per cent).
