Price issue stalls Parliament for fourth day

The impasse between the Government and the Opposition on the issue of price rise stalled Parliament for the fourth day today with both Houses adjourning till noon.

"We have been pressing for a debate on price rise for the past four days either under adjournment motion or Rule 184 (which includes voting), but the government is adamant on not having a debate under any rule that entails voting," Leader of the Opposition Sushma Swaraj said in the Lok Sabha.

Speaker Meira Kumar told Swaraj that her notice for discussion under Rule 184 was under her consideration.

At this point, Parliamentary Affairs Minister Pawan Kumar Bansal intervened saying the government has never shied away from debate and accused the Opposition of not allowing the Question Hour to be held during the past four days.
   
"They (Opposition) keep talking about rules, but we are ready for discussion," he said.
   
Amid the din, the Speaker called for Question Hour provoking BJP members to troop to the Well and raise slogans against the government.
   
The Speaker then adjourned the proceedings till noon.
   
The Rajya Sabha also witnessed stormy scenes as soon as it met for the day.
   
The moment Chairman Hamid Ansari took up the listed questions, the entire Opposition led by BJP stood up in protest. The opposition members were backed by RJD, which is an outside supporter of the UPA.
   
Ansari requested BJP member S S Ahluwalia to allow the Question Hour to continue, saying that as a senior member he was aware that it cannot be suspended.
   
However, the Opposition benches, consisting of BJP, AIADMK, Left parties, AGP and even BSP, which too gives outside support to the government, kept protesting.
   
With the Opposition refusing to relent, Ansari adjourned the House till noon.
