PSUs to upgrade refineries to up margins

India's oil refiners are looking to increase refinery margins and negate supply risks by upgrading their refineries so that they can process crude oil with higher sulphur content. These heavier grades of crude oil are around $3 per barrel cheaper than those with less sulphur.
