Punjab Deputy Chief Minister Sukhbir Singh Badal today had a meeting with various department of the state government to discuss the recommendations of the Governance Reforms Commission and fixed deadlines for their implementation. It was decided to adopt e-tendering in every department to bring transparency in the tender allotment process. The meeting also decided to explore e-stamping in all property transactions, doing away with stamp papers to bring relief to the common man.
Badal asked Chief Secretary S C Agrawal to issue directions to every department, board, corporation of the Punjab government to adopt e-tendering for every tender to be floated after May 31, 2010. He said this system, besides giving equal opportunity to every competitor, would bring transparency and objectivity in the tender allocation procedure. The chief secretary informed that irrigation department, PIDB and certain boards and corporations had already adopted this system and it would be made mandatory for all departments by May 31, 2010.
Expressing concern over the problems being faced by people in procuring stamp papers for property transactions, Badal asked the chief secretary to adopt e-stamping system through Stock Holding Corporation of India or any Government of India authorised agency. He said that this system besides checking the leakage of revenue would be complementary to computerised property records.
Asking the revenue department to expedite land record computerisation, Badal said that total land record had to be digitalised by December 31, 2010.
All 153 tehsils/sub-tehsils would issue computerised cards by December-end and they would be inter-linked with wide area network.
