Disinvestment minister Arun Shourie said work on privatisation of all public sector undertakings (PSU) had come to a standstill in the wake of the Supreme Court order on Hindustan Petroleum Corporation Ltd (HPCL) disinvestment, but the ministry was working on book-built offering of its residual stake in erstwhile PSUs like IBP, IPCL and CMC.
