The schedule for the introduction of the value-added tax (VAT) from April 2003 received a setback today with the Centre and the states agreeing to set up a high-powered committee headed by Union finance minister Yashwant Sinha to tackle the worsening finances of the state governments before taking up the pending issues for introducing VAT.
