Should there be a separate quota for minorities in jobs and education?

The government's decision to allow 4.5% Muslim quota within the 27% OBC bracket has brought out all guns blazing at the UPA. Various political parties have called the move a policy of divide and rule. BJP vice-president Mukhtar Abbas Naqvi even went on to the extent of saying that the minority quota can lead to a 'civil war'. Should the government then allow a separate quota for minorities in jobs and education?
