Congress president Sonia Gandhi, in her reply to the Election Commission notice, claimed that she was not referring to Gujarat Chief Minister Narendra Modi or any individual when she said "merchants of death" but was commenting on the governance in Gujarat.

She had made the speech at Navsari in Gujarat during an election rally on December 1. The Election Commission had sent her a notice regarding her speech.
