The State Budget size for 2012-13 has been pegged at Rs 52,000 crore 15.8 per cent higher than total outlay of Rs 44,878.97 crore of the previous fiscal.

Plan expenditure has been fixed at Rs 17,200 crore, 12.53 per cent higher than Rs 15,284.69 crore in 2010-11. Non-Plan expenditure has been projected at Rs 35,517 crore, 20 per cent more than Rs 29594.25 crore in the previous Budget.

The Budget for 2012-13 was approved by the State Council of Ministers on Friday.

“The Budget was approved by the Council of Ministers. It will be laid in the assembly on February 24,” said state finance minister Prafulla Ghadai. The minister refused to elaborate further on the Budget.

The Budget will focus on maintenance and repair work in the aftermath of the two devastating floods in addition to the usual thrust areas like agriculture, irrigation, social infrastructure and SC/ST welfare.

This is for the first time that the State Budget has been compiled online. The state finance department also held pre-Budget consultations with different stakeholders including socio-economic groups and industrialists.

The online process was taken up to streamline information related to the budget and reduce dependence on budget branches of the finance department. The automated budget system was also extended to the level of controlling officer for flow of Budget proposal from the base level.

The total Plan size for the 12th Plan period (2012-17) is set to exceed Rs 1 lakh crore, more than three-fold jump compared to Rs 32,225 crore for the 11th Plan (2007-12).
