The budget is progressive. The provision of Rs 200 crore for cleaning river bodies (other than the Ganges) is a good step. Haryana is looking to gain from the project as the state proposes to restore the health of the Kotla lake under this project.

The Union Budget failed to address unemployment and inflation. The working of FIIs has often created problems in the financial world, and their admission into the mutual fund industry may open up sources of instability in our domestic markets.

Private sector investment has received a boost with the announcement of a comprehensive policy for PPP projects. It will also boost infrastructure. Moreover, Mumbai Metro Rail Project will be completed with the FM’s assurance of financial help.

Agriculture ministry plan budget has gone down by 3 per cent compared to revised estimates of 2010-11. There is no increase for food subsidy as compared to last year and it is not clear as to how the food entitlement initiative will be funded.

The Union Budget, is a document without a vision. The Finance Minister has merely utilised the expanding base of the Indian economy to marginally increase allocations for different departments/schemes.

The Centre is ready to introduce GST in this session without taking states into confidence. The proposal to bring hospitals, pathological tests and education under service tax shows exposes the finance minister’s lack of concern for the poor.

Bihar, one of the poorest states in India, has been neglected yet again by the Finance Minster. He has also done nothing on the Food Security Bill, essential for the poor. The income tax rebates will benefit only those with income above Rs 3 lakh.

The increase of credit access to farmers by Rs 1 lakh crore, increase of interest subvention to 3 per cent on farm loans, schemes for agri-based industry, infrastructure status to cold storage will help address the problems faced by the rural sector.
