The Karnataka government today presented supplementary estimates aggregating to Rs 5,060 crore for spending during the remaining months of the current financial year.
Chief minister B S Yeddyurappa, who holds the finance portfolio, moved the supplementary estimates (second installment) for approval before the state legislative assembly. The estimates related to advances sanctioned from the Contingency Fund to cover expenditure on “New Service” during 2010-11 after the Supplementary Estimates (first installment) was placed before the legislature in July, 2010.
Of the total sum of Rs 5,060 crore included in the supplementary estimates, a sum of Rs 326 crore is covered by Central assistance, Rs 120 crore is by adjustments. The net outgo of cash is Rs 4,614 crore by the state government.
Earlier, N Yogish Bhat, a four-time MLA of Bharatiya Janata Party (BJP) from Mangalore was elected as Deputy Speaker amidst opposition demand to postpone the election. The post was vacant for over one year.
As the House assembled for the day, the Opposition continued its dharna in the well of the House demanding for adjournment motion on land scam involving the Chief Minister. The Speaker reiterated his ruling that it cannot be allowed under rule 60, and put the election motion for voting. The opposition led by Siddaramaiah argued that the election should be postponed till the 16 disqualified MLAs case is decided in the court.
Law minister Suresh Kumar, however, said that the court has not given any stay against the election. Yogish Bhat was thereafter elected by voice vote. The ruling BJP government also tabled CAG report and reports filed by various committees before the house.
