Attacking the Telecom Commission’s functioning, the draft report of Parliament’s Public Accounts Committee into the spectrum allocation scam has said the TC has been reduced to a charade, rendering its very integrity questionable.
The draft recommends amendments in the business rules to make it mandatory to refer all matters relating to policy change or procedure to the TC. All such changes, once approved by the Commission, must be notified after due approval of the cabinet. The report observed that a convenient method adopted by the telecom department to keep part- time members at bay is to put in a clause in the business rules that three fulltime members make the quorum.
