Press Trust of India New Delhi

The Telecom Regulatory Authority of India (Trai) today said it did not have enough enforcement powers and hence the delay in deploying services like 3G and VoIP.

"If one simple exercise like interconnection which means moving from one operator to the other... is restricted and not given to the regulator then what kind of competition will be there," Trai Chairman Nripendra Mishra told reporters here.

Talking about the Trai statute amendment he said, "Our proposal for revamping the Trai Act is pending with the government for two years... It relates to very specific powers of interconnection, issue of penalty because we have very little enforcement power so how do we impose penalty?"

Asked if he expected the 3G auction to be held soon, Mishra said it will still be another 6-8 months before users can access the third generation mobile services.

"I can only tell you that after the government has allocated spectrum, it will take 6-8 months for final deployment and the the consumer will be the ultimate beneficiary then," he said.
