Wall Street rallies; ADRs shine

The Dow Jones industrial average gained 83 points at 11,464. The Nasdaq moved up nine points to 2193.

Indian ADRs posted smart gains. ICICI Bank surged 3.6% to $27.66. Dr.Reddy's gained 2.7% at $31.65. MTNL and VSNL were up 1% each at $6.70 and $18.05, respectively.
