The committee, headed by the Reserve Bank of India (RBI) governor YV Reddy, has recommended Ranjana Kumar, CMD of Indian Bank, as Nabard chairman and an RBI executive director as the managing director of Nabard.

Officials said the committee had cleared the proposals at its last meeting on October 23.

The proposal would now be sent to the finance minister Jaswant Singh for his approval before a note is moved to the appointments committee of the Cabinet, officials said.

The committee has also decided to appoint executive directors in Bank of Baroda and Punjab & Sind Bank to replace Khandelwal and Prakash Singh.

The two bank EDs would be elevated to the ranks of chairmen once AG Joshi, the present Dena Bank chief, and Madhukar, the CMD of United Bank of India, superannuate early next year.

The department of personnel and training of the finance ministry has, however, put its foot down on the promotion of 11 general managers to executive directors saying that the ministry did not follow the normal procedure of sending names in the order of priority.

The department had raised shortcomings in the selection process and had also sought details of the selection process.

The list for promotion to executive director level had been cleared by a sub-committee comprising deputy governor of RBI, finance ministry officials, and two outside experts.
