356 Observation/Special Homes being run by States/UTs under the Central Government Scheme of ICPS: Smt Maneka Sanjay Gandhi
There are 356 homes being run by the State Government/UT Administration including observation homes/special homes for children in conflict with law and being funded under Integrated Child Protection Scheme (ICPS). Out of these 19 are observation cum special homes being run in eight States/UTs namely Andhra Pradesh, Arunachal Pradesh, Chandigarh, Gujarat, Maharashtra, Manipur, Odisha and West Bengal.
As reported by National Commission for Protection of Child Rights (NCPCR), the commission has registered 63 complaints concerning child abuse committed in Child Care Institutions (CCIs) including observation homes / special homes during the last three years and the current year 2016-17.
The primary responsibility of effective functioning of the Child Care Institutions (CCIs) including homes for children in conflict with law vests with the State Governments/ UT Administrations concerned. The Government of India has recently enacted the Juvenile Justice (Care and Protection of Children) Act, 2015, (JJ Act) which has come into effect from 15th January, 2016 repealing the Juvenile Justice (Care and Protection of Children) Act, 2000. The Ministry has been requesting the State Governments/UT Administrations from time to time to identify and register all CCIs under relevant provisions of JJ Act and set up functional inspection and other Committees to ensure that children in all the CCIs receive the best of care, and are not subject to any kind of abuse and neglect. Further, the review of CCIs under the JJ Act, 2000/2015 has been undertaken by this Ministry. Once completed, finding from this process, will be shared with States/UTs for further action.
