To increase representation of minorities in the Central Government, Department of Personnel and Training (DoPT) has issued necessary guidelines to Ministries / Departments of Central Government, Public Sector Enterprises, Public Sector Banks and Financial Institutions, quasi-Government organizations, autonomous bodies etc. and all appointing authorities, to give special consideration to minorities in recruitment, under the Prime Ministers New 15 Point Programme for the welfare of minorities (PMs New 15-PP), vide DoPTs Office Memorandum dated 08.01.2007. As per data made available and collated by the DoPT, the total number of Group A, B, C and D minority employees in 16 Central Ministries / Departments as on 31.03.2016, was 9,20,641 (including 14,644 employed during 2015-16). The data on recruitment of minorities in Central Government shows steady increase in the representation of minorities from 6.24% in the year 2011-12 to 8.56% in 2014-15 (for 79 Central Ministries / Departments).
