The Minister of State for Road Transport and Highways, Shri Pon. Radhakrishnan informed the Rajya Sabha today that the Government has issued suitable guidelines for safety engineering to minimize road accidents on National Highways. The guidelines inter- alia stipulate that wherever multi-lane highway passes through build up areas, design should be such as to bring about a reduction in the speed to the level of 60 /70 Kmph. To achieve this, repeated bar marking with hot-applied retro-reflective thermo-plastic, white paints shall be provided at the approaches to such build up areas. In addition, breath analyzer and interceptor are procured and supplied by this Ministry to State Governments for enforcement of traffic regulation on drunken driving and over speeding.

Road accidents are caused due to the complex interaction of a number of factors including over speeding. These include driver's fault, mechanical defects in the vehicles, fault of pedestrians, bad road, bad weather, increase in vehicular population, increase in population, heterogeneous traffic etc.
