National policy for skill development
The Minister of State (Independent Charge) for Skill Development and Entrepreneurship Shri Rajiv Pratap Rudy has said that the government launched the National Policy for Skill Development and Entrepreneurship, 2015 on 15th July, 2015. The primary objective of this policy is to meet the challenge of skilling at scale with speed, standard (quality) and suitability. It aims to provide a umbrella framework to all skilling activities being carried out within the country, to align them to common standards and link skilling with demand centres. The policy also identified the overall institutional framework which will act as a vehicle to reach the expected outcomes. He said, at present, there are over 70 skill development schemes/programmes being run by Ministries/Departments of the Central Government. Ministry of Skill Development and Entrepreneurship has Pradhan Mantri Kaushal Vikas Yojana (PMKVY) targeting to benefit 24 lakh persons in the country. The scheme is being implemented across the country and as on 30th November, 2015, 4.38 lakh persons have been trained.
In a written reply in the Rajya Sabha today the Minister said, there are certain challenges like demand and supply mismatch, geographical issues, limited resources, low aspirational value in the way of skilling. The National Policy for Skill Development and Entrepreneurship provides a robust strategy to tackle these issues and successfully achieve the skilling objectives.
