National Symposium on Excellence in Training focuses on Citizen Centric Governance
The two-day 2nd National Symposium on Excellence in Training (NSET) began here today. On the first day of the symposium the panelists of technical sessions stressed that the concept of Citizen Centric Governance should be clearly defined so that it can embedded in the training strategy. Panelists stressed that the sensitization of Civil Servants on the issues of human values plays an important role in changing their attitude towards service. The training curriculum should include contents that promote reflection and thinking among participants.
Speakers emphasized that for enhancing the level of Citizen Centric Governance the approach of Identify, Do it yourself and Communicate should be practised by Civil Servants, especially those dealing with Public Service Delivery. If the desired impact of Training on attitude of the civil servants is not evident, we will have to analyse other factors that influence their behaviour. The issue of peoples trust deficit in government interactions should be addressed. It was further underlined that the curriculum should include contents for inculcating the values of equality, respect and dignity for all the Citizens.
Earlier this morning, Dr. P. K. Mishra, Additional Principal Secretary to the Prime Minister inaugurated the two-day symposium. He complimented the Department of Personnel & Training (DoPT) and the United Nations Development Programme (UNDP) for this important initiative and was hopeful that the ideas which emerge out of this Symposium will be more relevant and practical.
A motivational presentation on building of a Service Oriented Organisation was made during the proceedings. It highlighted the importance of inculcating Service Orientation among employees through aligning the Training Programmes with Organisational Vision and Mission. A skit on How Attitudes Can Be Changed through Training was also presented. A summary of the proceedings of the four Regional Symposia which preceded the National Symposium was presented by respective host State Administrative Training Institutes (ATIs).
The programme is being web-casted for wider outreach and real time remote participation. The second day of the Symposium is scheduled tomorrow. The Open House of the Symposium will be chaired by Shri P.K Sinha, Cabinet Secretary, Government of India and the Valedictory Session will be chaired by the Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), Minister of State (Independent Charge) for Youth Affairs and Sports, MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh.
The Symposium is being attended by more than 375 delegates that includes Heads of State ATIs/ Central Training Institutes (CTIs) and the Faculty, Trainers and experts from Government and Private Institutions. Over-arching theme of the Symposium is Citizen Centric Governance and changing the mindset of Civil Servants to service orientation.
The DoPT has undertaken a number of citizen focused initiatives, such as, creating a pool of National Facilitators on ethics and leadership from among the serving and retired civil servants, and developing a Manual for training managers of different departments and organizations.
