As part of the Swachh Bharat Mission announced by the Prime Minister Shri Narendra Modi, Indian Railways launched a massive special cleanliness campaign today, the occasion Gandhi Jayanti Diwas on 2nd October 2014, involving Shramdaan and awareness activities throughout the country. The Minister of Railways Shri D.V.Sadananda Gowda led the National campaign of Indian Railways by participating in Shramdan movement at New Delhi railway station and Hazrat Nizamuddin railway station organized by Northern Railway and thus initiated the Swachh Bharat campaign across the entire Railway system.
Leading the campaign from the front at New Delhi station, Shri Sadananda Gowda picked up the broom at foot-over bridge, Platform No.16 and in the parking area at New Delhi station. Several dignitaries who were present on the occasion and who also participated with enthusiasm include; Union Health Minister Shri Harshvardhan, Member of Rajya Sabha, Shri Vijay Goel and Member of Parliament Lok Sabha, Shri Manoj Tiwari. Shri Arunendra Kumar, Chairman, Railway Board, Shri R.C.Agrawal and Shri Pradeep Kumar, General Managers, Northern, North-Central & North-Western Railways, Shri Anurag Sachan, Divisional Railway Manager, Northern Railway, Delhi. Senior Railway officers and staff were also present. Shri Arunendra Kumar, Chairman, Railway Board, administered the Swacch Bharat pledge of Cleanliness on the occasion and railway officers and staff present at the premises also expressed their solidarity. The Minister of Railways also inspected the Bio-toilet exhibition at Platform No.1, Waiting Halls and other premises at New Delhi and Hazrat Nizamuddin railway stations.
Minister of State for Railways Shri Manoj Sinha participated in the campaign at stations in WR and CR.
At Delhi Jn. Station, Member Traffic, Railway Board, Shri D.P.Pande led the campaign. He was accompanied by Shri Mohammed Jamshed, Chief Operations Manager, Northern Railway and Shri Ashok Kumar, Chief Commercial Manager, Northern Railway. At Anand Vihar railway station, Honble Member of Parliament, Shri Maheish Girri, Honble Member of Legislative Assembly, Delhi, Shri Om Prakash led the Swacch Bharat campaign. Member Engineering, Railway Board Shri V.K.Gupta and Principal Chief Engineer, Northern Railway, Shri A.K.Harit participated on the occasion. At Hazrat Nizamuddin station, Additional General Manager, Northern Railway, Shri Anup Sahu who led the campaign also hosted various activities like March Past with R.P.F. Band and Nukkad Natak to mark the occasion.
The Union Ministers and Members of Parliament also participated and led the campaign at different stations of their choice within their constituency.

We have endeavored to involve the entire thirteen lakh members of the Railway family on a voluntary basis so that there is enthusiastic participation in the mission. Today our campaign involves shramdaan and also spreading of awareness of the significance of a clean India and the positive impact of a clean environment. The Railway Minister said the in this Endeavour, we seek the support of all our stakeholders, i.e. our passengers, freight customers and the service providers who hold our hand in providing various auxiliary services. We seek the support of our caterers, vendors, licensed porters, stall holders, taxi service providers and others in keeping our premised clean. There is a positive linkage between a clean environment and how we, as citizens feel about ourselves. The environment belongs to us. We, therefore, have a responsibility to guard and keep it clean. We know that, keeping the environment and surroundings clean is the right thing to do. The steps we take today will help instill values in our children which shall encourage them as they grow up disciplined and capable of taking care of themselves and the society. The Minister hoped that we shall triumph in over objectives with the help of concerted efforts of all stakeholders.
This special drive of Indian Railways which could be termed as one of its kind massive cleanliness campaign includes Shramdaan and awareness activities to ensure greater level of hygiene and sanitation at stations, at workplaces, at workshops as well as at the railway colonies. Railway officers and staff undertook the cleanliness pledge at all divisional headquarters office and at various stations.
A comprehensive Cleanliness Action Plan was prepared covering stations, tracks, workshops, railway colonies etc for keeping the sphere of work neat and clean. The Divisional Railway Manager (DRM) co-ordinated these activities and deployed sufficient officials and allocated material resources at requisite places.
All Zonal Railways Public Sector undertaking and production Units of Indian Railways participated in the campaign. Zonal Railways nominated an officer for each station with necessary administrative and supervisory powers were conducted inspection of the assigned area 15 days in advance and assessed the requirements for carrying of the cleanliness campaign. Railway Board members along with about 250 officers were nominated to visit several stations over Zonal Railways to participate in the drive.
The services of non-railway organizations like NGOs, NSS, NCC, school/college students, scouts and guides etc. were also taken for this campaign. Public awareness through regular announcements, Posters, Electronic display boards, banners, stickers CCTVs at stations, Pamphlets etc. Electronic media and newspaper advertisements were used. The drives included action against persons making premises dirty under rules prohibiting littering at railway premises. Messages in this regard were through CCTVs and PA Systems.
Under the Sustainable Action of Indian Railways from 2ndOctober, 2014 upto 2019, there will be regular events on cleanliness to be organized in the next five years. The first focus should be on clean and hygienic toilets and in particular those located at railway stations. Under this mission it shall be ensured that stations, tracks, colonies and offices are maintained in a clean and hygienic conditions .The campaign which includes tree plantation, removal of encroachments, maintaining clean toilets, painting of road kerbs, clearing posters, repairing street lights, improving drainage, improving signage, whitewashing of buildings etc. shall be continued. There will be sustained Public Awareness Campaign to promote Swachh Bharat Mission. More and more mechanized cleaning gadgets are being introduced and better types of cleaning agent are being used to achieve improved standard of cleanliness. Contracts are given for supply of machines like scrubbers, high pressure jet cleaners, mops, etc. Periodic contracts for rag picking and garbage disposal are awarded. More and more toilets are brought under the purview of Pay & Use toilets, including deluxe toilets. Regular inspections will be ensured conducted at various levels viz. General Managers, Divisional Railway Managers, Service Improvement Groups and at other Officers level to check the standard of cleanliness. Instructions have been issued for monitoring cleanliness through CCTV cameras installed at major stations. 50 major stations have been selected for out-sourcing cleanliness to professional housekeeping/Facility Management Agencies. All newly manufactured coaches by the coach Production Units shall be compulsorily fitted with Bio-toilets before they are turned out by 2016-17 and all existing in-service coaches running on Indian Railways shall be retrofitted with Bio-toilets by 2021-22. Already a total number of 13238 Bio-Toilets (cumulative) have been fitted and running on 4882 coaches. An award to recognize the best efforts made by the zonal railways at stations towards the cause of cleanliness shall be introduced. Such an award shall be called Swachh Station award and shall be given in each category of stations.
