About three years since Congress directed the Securities and Exchange Commission to require public companies to disclose the ratio of their CEO's compensation to the median of the rest of their employees, the agency is yet to produce a rule. Across the S&P 500 Index of companies, the average multiple of CEO compensation to that of rank-and-file workers stands at 204, a rise of 20% since 2009.
