Russian President Vladimir Putin believes it is time to raise the BRICS' role to a new level to make it an unalienable part of the global management system amidst attempts by some states to displace "unwanted regimes".
"I believe it is time to raise the BRICS' role to a new level and to make our association an unalienable part of the global management system for sustainable development," he was quoted as saying by the Russian news agency Itar-Tass ahead of the BRICS Summit in this north eastern coastal city.
He said the joint efforts of BRICS member states - Brazil, Russia, India, China and South Africa - have truly contributed to enhancing predictability and sustainability in international relations.

He proposed to create a mechanism of regular high level consultations between the BRICS foreign ministries on regional conflicts to agree on common positions and joint efforts to ensure their political and diplomatic settlement.
Without directly naming any country, Putin said that "any attempts to create a model of international relations where all decisions are made within a single 'pole' are ineffective, malfunction regularly, and are ultimately set to fail."
Citing example of Syria, he said without Russia's and China's principled position in the UN Security Council the events in that country would have followed the Libyan and Iraqi scenario.
He said the members states should coordinate BRICS policy more actively and counteract security threats and challenges, including counter-terrorism and combating drug trafficking.
"I think our joint efforts will ensure that the BRICS countries hold a leading position in strengthening international information security," he added.
"We are planning to shape a joint information policy in the international arena to support BRICS' activity and to present a more unbiased picture of the world," he said.
"Naturally, we are going to thoroughly analyse the situation in the planet's hotspots. Those include Syria and Iraq, where the positions of extremist and terrorist groups are gaining strength. Serious attention should be given to the crisis in Ukraine and the international community's measures to stop the bloodshed in the southeast of the country."
Ukraine and its Western allies have accused Russia of helping to arm and fund the separatists. The US has slapped sanctions on high-ranking officials and businesses close to Putin after Crimea decided to be a part of Russia in March in a referendum, which was opposed by the West.
Slamming imposition of unilateral sanctions by the West, he said, "Together we should think about a system of measures that would help prevent the harassment of countries that do not agree with some foreign policy decisions made by the US and their allies, but would promote a civilised dialogue on all points at issue based on mutual respect.
