Police in Dharamshala, Himachal Pradesh, have detained a Tibetan after the Central Tibetan Administration (CTA) lodged a formal complaint alleging that he was a Chinese spy.he Department of Security of the Central Tibetan Administration said Penpa Tsering, 33, was a former member of the People's Liberation Army of China, and was hatching a terror plot to poison two Tibetan youths aimed at spreading chaos and terror in the Tibetan community.
The secretary of the CTA's Department of Security, Nodup Dorjee, said Tsering was also a member of Public Security Bureau in one of the regions of Tibet, and since coming to India in 2009, he had undergone extensive training in different aspects of intelligence.
"He had a story to tell about he escaped from Tibet to come to India, but we were not fully convinced. We always monitored him and finally the poisoning plot was exposed by the two youth in Delhi. He then revealed his true identity and his motive about whom he was keeping a watch on. We had a long conversation with him, and then, he revealed that he had been sent to Dharamsala by a senior Chinese security official going by the name of Li Yuquan. Local police have detained him and are questioning him," Dorjee said.
Superintendent of Police (Kangra Range) Balbeer Thakur said: "The Central Tibetan Administration made a complaint against a Tibetan going by the name of Penpa Tsering. In their complaint, they raised a lot of points, and one of them wasabout the security threat to Dalai Lama. Now, since it is a sensitive matter, we looked into the matter, raided Tsering's home and found certain incriminating documents and identity cards. Some appear to be fake. We have informed the central agencies and now they are interrogating him. We have not arrested him, but detained him.
