Reacting to the disruption in the Parliament, Bharatiya Janata Party (BJP) leader Arun Jaitley on Thursday said that the Congress alone was responsible for what happened and that it had brought shame to the Indian democracy.

"What has happened today in the Parliament has brought a bad name to the Indian democracy. Congress members on both sides are creating a scene. The party has lost control over its members and therefore its members are out to create unpleasant scenes in the house," said Jaitley.

"The worst of what has happened today is because of the Congress. It's the Congress and the Congress alone which is responsible for this. The fact that situation has come to such a phase is because the UPA has lost the will to rule," he said.

He further said that the Congress had not done the adequate home work on the issue of Telangana.

"There are lots of contentious issues that have been brought up in the parliament, some of which were extremely emotional issues, but then parliament as a political body, after a discussion found solution to these issues. Basically, the Congress has not done adequate home work in this matter," Jaitley said.

"The dual concern in creating the state of Telangana is to meet the aspirations of the people of Seemandra by doing justice to them. But this balancing act has not been done by the UPA and the problem on the floor of the house is the Congress itself," he added.

Parliament proceedings witnessed an ugly turn when a few legislators resorted to acts of aggression as the Telangana Bill was introduced in the Lok Sabha for a discussion.

The Lok Sabha session ended abruptly after an expelled Congress MP from Andhra Pradesh used pepper spray to blind others, while another parliamentarian flung a computer, leading to absolute mayhem in the House.

Lok Sabha Speaker Meira Kumar expressed her dismay at the sudden turn of events, and said that it is a blot on parliamentary democracy.

As soon as the bill was introduced in the Lok Sabha by Home Minister Shinde, two sets of MPs - for and against Telangana - rushed into the Well of the House.

Two groups of protesters also clashed outside Parliament and a heavy contingent of police arrived to remove them as the volatile political atmosphere spilled onto the streets.

Earlier, Parliament was adjourned till noon following an uproar over the demand for a separate Telangana state and other issues.
