U.S. Defense Secretary Ashton Carter has said that the US-led coalition against the Islamic State of Iraq and Syria (ISIS) has not agreed to cooperate with Russia in the battle against the terrorist group, as Moscow continues to conduct airstrikes that target opposition groups in Syria instead of ISIS.
