Haryana DGP justifies shocking 'right to kill' remark

Haryana Director General of Police (DGP) K.P. Singh on Friday justified his controversial statement that common man has the right to kill criminals, saying under Sections 100 and 103 of the Indian Penal Code (IPC) any person while protecting himself or his family holds the rights to even kill the miscreant.

"I did not say any of that. I said that under various circumstances one can take defensive steps as per rules. And according to the law itself everyone has the right to defend themselves under detrimental circumstances. Owning guns and knives is just a part of self-defence," he told ANI.

 

The DGP also urged the media to publish reports on Sections 100 and 103 so that the general public understands them.

The controversy had erupted when the DGP passed shocking statements yesterday about self-defence and rights of common man, saying the common man may not know this, but they can kill a person who tries to harm them. Singh also said, "If someone insults a woman or tries to kill a person then common man has right to take his (criminal) life."

Singh's controversial statement comes a day after suspended Haryana police personnel allegedly opened fire at a family of four members in a clash between two groups at Utavad village.

The incident occurred on Wednesday after someone from one group passed some "objectionable" remarks on a woman from the rival group.
