Jammu and Kashmir Chief Minister Omar Abdullah has said all disputes existing between India and Pakistan can be only be resolved through dialogue, and added that history has shown that war has never been a solution.

Addressing a public meeting in Vijaypur, Abdullah said: "Wars in the past have never solved any problem and will not solve any issue in the future."

Abdullah also spoke on the issue of corruption, saying that his government has taken steps to appoint the right people in the right places, and introduced laws to tackle the menace.

"To curb corruption has remained our first target. We brought historic initiatives to empower people to be important players in achieving this goal," he said, while referring to laws like the Public Services Guarantee Act and the Right to Information Act.

He also said that the state accountability commission had been reconstituted and a state vigilance commission had been appointed to make government functioning transparent, and to ensure that basic civic services are delivered on time.

"Some 80 basic services from 13 departments have been brought under the ambit of the Public Services Guarantee Act to be delivered to consumer in a fixed time frame," he said.

Any official who delays or fails to deliver these services in a fixed time frame is liable for a fine, which shall then be given to be affected consumer, he added.
