Former diplomat Rajiv Dogra on Monday said that India should not be overly despondent if the nuclear deal does not go through because Japan has a unique and most unfortunate experience of having been the victim of two nuclear bombs and has certain reservations in nuclear matters.

"If the nuclear deal goes through it will be an important message to the world and an important agreement that the two countries sign. If it does not go through for some reason, I don't think we should be overly despondent because Japan has a unique and most unfortunate experience of having been the victim of two nuclear bombs. So it has reservations on the issue which are universal in nature and not India specific," Dogra told ANI here while commenting on the possibility of an Indo-Japan civil nuclear deal.

He also said that New Delhi should show some understanding considering the reservations that Japan has on the nuclear matters.

India and Japan had formally started negotiations on the nuclear deal in June 2010. India is keen to have an agreement with Japan on the lines of the 2008 deal with the United States. Japan , on the other hand, wants a guarantee that India will not conduct nuclear tests and allow more stringent inspections of its nuclear facilities.

The reason for the government being optimistic about the civil nuclear treaty with Tokyo is because the Japanese Parliament recently approved a proposed nuclear cooperation deal with Turkey.
