Multi-agency analysis of Tunda before taking 'strong' action: Salman Khurshid

External Affairs Minister Salman Khurshid on Monday said that the Central Bureau of Investigation (CBI), National Investigation Agency (NIA) and the Intelligence Bureau (IB) will conduct analysis of terrorist-in-custody Abdul Karim Tunda before briefing the Government, who will then take 'strong' action .

"It is for high security agencies to analyze it and give us their considered point of view, so that we can take it up at the appropriate level with Pakistan. I think the CBI, the NIA and IB will do their analysis, they will get hopefully an opportunity to interrogate him and they will be able to get information on the basis of which they will, then, give us a briefing. We will, subsequently, be in a better position to take it up in a strong manner," Khurshid said.

 

Saying that it is too soon to comment on whether the talks about Tunda will occur at the Prime Ministers' level, Khurshid said that it is important for the Government to do comprehensive research, before taking any steps.

"I don't think we should put it at the level of the Prime Ministers' right now. Let's keep it at our level because, I think, these are important issues that require very serious homework to be done. Let us do that homework," Khurshid said.

With reports trickling in regarding Dawood Ibrahim's presence in Pakistan, Khurshid assured that top officials on the Indian side are taking up the authentic reports with their Pakistani counterparts.

"Obviously, I am conscious of different reports that have come in-some very authentic and some very unconvincing and some plausible....The Home Minister, the then-Home Minister, Mr. Chidambaram and later on Mr. Shinde, and my predecessor Foreign Minister of the country have repeatedly taken up these issues in the most serious manner at the highest level," Khurshid said.

"I think, this is part of the totality of material that is available when we look at and reflect upon how negotiations or talks between India and Pakistan have taken place in the past. All this backdrop will be available to us as we analyze what is to be done now," he added.

Delhi Police had arrested Abdul Karim Tunda, one of the 'most wanted' terrorists in India, late on Friday night on the India-Nepal Border.

Special Commissioner of the Delhi Police Special Cell S. N. Srivastava on August 17 said that Tunda had been sent to three days police custody and added that the police had got information about his whereabouts from central intelligence agencies.

"Tunda has also worked with most wanted terrorist Azam Chima, Zaki Ur Raheman Lakhvi, Hafiz Saeed and Bada Sahib, and was also associated with Dawood Ibrahim, India's most wanted terrorist," he said.

Srivastava also informed that the top LeT terrorist had planned to carry out a blast in Delhi ahead of the Commonwealth Games in 2010, but could not succeed, as his aides were arrested.

Tunda was born in Delhi and later shifted to Pilakhuan, a village in Uttar Pradesh's Ghaziabad District.

Tunda turned into a Jehadi militant at the age of 40. He is said to have had a role in the 1993 Bombay blasts as well as in bomb explosion incidents in Ludhiana, Hyderabad, Sonepat, Panipat and Surat.

The Delhi Police has named Tunda as an accused 21 terror cases and claims that his role was also to provoke Muslim youth and to train them to make IED. He is known to be an expert in the making of bombs with the help of Uria nitrci acid, and other chemicals.

Delhi Police is also claiming that he was in touch with Pakistan's Inter-Services Intelligence ( ISI ).

In 2008, India had sent a list of most wanted terrorists to Pakistan which included the name of Tunda.
