Lieutenant General P N Hoon (Retired) on Saturday said that Zaki-ur-Rehman Lakhvi is an international terrorist and no one can or should release him at the moment.

"Lakhvi is an international terrorist, and at the moment, no one can release him. Even the jail authorities in Pakistan, I believe, have said that merely having a fax received from the high court, he cannot be released, as per the information that I have got," Lt. Gen. Hoon told ANI.

"He has already been warned by America also. India have also sent their High Commissioner and summoned the envoy from Pakistan. I think, he is also shocked as to how he has been released. He has been looked after even in jail. He has got cyber, he has got phones...he is the worst man as the terrorist," he added.

Lakhvi is accused of planning, financing and executing the Mumbai terror attacks in 2008.

On Friday, the Islamabad High Court declared Lakhvi's detention as 'illegal' and ordered his release, which sparked off widespread condemnation in India.

According to reports, Lakhvi will remain in jail for at least a month, following a fresh detention order from the Home Ministry of Punjab in Pakistan.
